The Office of the National Counterintelligence Executive (ONCIX) is part of the Office of the Director of National Intelligence and is staffed by senior counterintelligence (CI) and other specialists from across the national intelligence and security communities. On 7 August 2006, the Director of National Intelligence John D. Negroponte appointed Joel F. Brenner to serve as the National Counterintelligence Executive and Mission Manager for Counterintelligence.

In this capacity, Dr. Brenner will play a central role in identifying the key strategic CI threats; evaluating those threats; and coordinating our efforts to predict, penetrate, and preempt intelligence activities directed against US national security. As the Mission Manager for Counterintelligence, Dr. Brenner will work closely with key agencies and departments to meet the goals of our strategic CI mission.

During 2002-06, Dr. Brenner served as the Inspector General of the National Security Agency (NSA), where he managed a large staff of auditors, investigators, and inspectors that was responsible for examining all aspects of NSA's signals intelligence and information-assurance missions. Prior to his service with NSA, Dr. Brenner was an attorney at the Department of Justice and in private practice, where his diverse practice included securities regulation, antitrust, and a wide variety of civil and criminal trial work.

He is a graduate of the University of Wisconsin (B.A.), the London School of Economics (Ph.D.), and Harvard Law School (J.D.) and was a Marshall Scholar.
